Margaret (Peggy) L. Bloom, Ph.D., licensed psychologist, and NCC, provides consultation and training in her two areas of expertise, learning assessment in higher education and the DSM-5 diagnosis and evidence-based treatment of mental disorders. She is a Professor Emeritus of Counselor Education and Counseling Psychology, Marquette University and co-owns with Alan S. Bloom Psychopharm-Legal Consulting Services. Bloom serves as an Assessment Mentor for the HLC Assessment Academy and is an accreditation team leader for the Higher Learning Commission and CACREP. She offers continuing education seminars through PESI, LLC.
Bloom previously served as Vice Provost for Undergraduate Programs and Teaching at Marquette University; Dean, School of Education, Loyola University Chicago, and department chair, Counseling, Educational Psychology, and Research, University of Memphis. She served on the faculties of the University of Hawaii at Manoa, the University of Florida, and Boston U., Overseas. Bloom earned her Ph.D. in counseling psychology from Arizona State University and certificates in management and leadership in education from Harvard University. She received her B.S. in nursing from the University of Buffalo (SUNY), M.S. in psychiatric nursing from the University of California at San Francisco, and M.Ed. in counseling from the University of Hawaii. Bloom is an elected fellow of the American Psychological Association and the American Educational Research Association. She is a past president of the Association for Counselor Education and Supervision and has held other leadership positions in national professional organizations.
