Paul Kaplan MD

Dr. Paul Kaplan has over 30 years of healthcare experience in providing clinical and administrative oversight. Dr. Kaplan provides physicians and health systems with the tools necessary to deliver high-quality, cost-effective healthcare to their patients. In his role as medical director for Lumeris, Dr. Kaplan applies his clinical and population health management expertise to help healthcare organizations successfully transition from volume- to value-based care. His healthcare experience includes creating accountable care organizations, risk share arrangements, healthcare informatics, and hospital and physician quality improvement.

Dr. Kaplan is a champion of Lumeris’ playbook for accountable care, which earned Essence Healthcare, a Lumeris client, a 5-Star rating from the Centers for Medicare and Medicaid Services (CMS). Prior to joining Lumeris, Dr. Kaplan was chief medical officer of Medicaid markets for Highmark. He also served as senior vice president of provider strategy, integration and health plan informatics. His career includes working for Blue Cross Blue Shield Delaware as vice president of network and medical management and chief medical officer. Dr. Kaplan is on the board of Delaware’s Health Care Innovation Plan, an initiative to transform Delaware’s healthcare system and achieve the Triple Aim.
